实施并深化低碳管理是世界各国应对全球气候变化挑战、实现可持续发展转型的一个关键途径。科学的低碳管理需要科学的决策工具。如今,科技创新相关的经济管理类研究已从仅注重经济利益开始迅速转向融合经济、环境、技术、政策等多方面的综合研究。采用传统的统计归类与描述、指标评价和计量经济方法难以全面地勾勒、分析经济社会与资源环境等方面之间的相互作用。运筹学模型则可提供一个综合视角的科学分析工具。本课程旨在培养员工掌握基本的线性规划理论与GAMSGeneral Algebraic Modeling System,通用代数建模系统)编程技能,并结合相关经济管理学知识,开发一系列运筹学模型用于低碳管理领域的决策分析。员工将基于数学规划方法和/或市场均衡理论,构建数学模型框架、列出目标与约束方程组、明确变量关系等。在GAMS语言编程技术的支持下,根据现实情况对抽象模型进行结构和/或参数调整,并引入多情景分析,以辅助低碳管理决策。此外,按照不同的研究视阈,本课程也将评介运筹学模型在微观至宏观不同层面上的应用:仿真个人及企业、地区或部门、国家以及全球层面的决策机制,并分析不同经济社会、技术情景对行为主体的决策内容及决策效应的影响。

*课程简介(EnglishCourse Description

Implementing and deepening low carbon-oriented management is essential for the world today to respond to climate change effectively and to realize the transition to sustainable development. Analytical tools that aid the decision-making of shifting to low carbon would be thus desirable. In the arena of evaluating the effects of technology and innovation, the focus of the research has seen a swift shift from emphasizing on economic returns alone to being more inclusive, taking into consideration the dimensions of society, environment, policy, and etc. Conventional quantitative methods such as statistical analysis, appraisal by index, and econometrics are limited in that they cannot capture the interplay between the many socioeconomic, resources, and environmental factors. Mathematical programming can provide analytical tools with an integrated perspective however. This course aims to introduce the basic principles of linear programming to students and to train the skills of programming with GAMS (General Algebraic Modeling System). Students shall learn to formulate mathematical models in the area of low carbon management, implement the models and conduct scenario analysis using GAMS, and interpret the results. This course will also introduce and discuss the applications of mathematical programming models for simulating decision-making at various levels, including for example household/enterprise at micro-level and economy in general at macro-level.
